Only if they are authorized to perform marriages in Nova Scotia. On ImamConnect, every profile clearly shows either "Registered officiant (legal + religious)" or "Religious ceremony only". Filter for registered officiants if you need the legal marriage as well.

If you want the marriage legally registered, yes. You get the marriage licence from the province before the ceremony and bring it on the day. The imam cannot issue the licence for you. For a religious-only nikah, no licence is required.
