1Can an imam in Toronto legally marry us in Ontario?

Only if they are a registered marriage officiant with the Province of Ontario. On ImamConnect, every profile clearly shows either "Registered officiant (legal + religious)" or "Religious ceremony only". Filter for registered officiants if you need the legal marriage as well.

2Do we need an Ontario marriage licence before the nikah?

If you want the marriage legally registered, yes. You must obtain a marriage licence from a city hall or municipal office before the ceremony, and bring it on the day. The imam cannot issue the licence for you. For a religious-only nikah, no licence is required.

3What languages can the nikah be conducted in Toronto?
